Tier-classifications of cities are based on a combination of several factors which describe the intrinsic capabilities existing in the city. Classifications provided in this section describe the relative Tiering of cities within a region and provide an early view on how different options may compare.
Tier 1: Cities that are typically established commercial centers in the region with large labor pools, relatively better physical infrastructure, existing base of support services (e.g., recruiters), and multiple supplier and captive delivery centers. Tier 1 cities typically provide a wide breadth of skills across multiple functions but tend to be relatively more expensive. These cities also usually have good air connectivity to key commercial centers in the region.
Tier 2: Cities that are upcoming centers with moderate sized labor pools, developing physical infrastructure and support services, and growing supplier and captive delivery presence. Tier 2 cities typically provide strong skill-pools in specific functions but tend to be limited in their ability to provide deep skill-pools across a breadth of functions.
Tier 3/4: Cities that possess small labor pools, evolving physical infrastructure and support services, and may have a few or no supplier and captive delivery centers. Tier 3/4 cities typically tend to be less expensive and require investment and effort to cultivate as scalable options.
